aspx This is a federally funded time-limited (FFTL) position.
This means it is a position that is paid entirely as the result of a federal grant.
The duration of employment shall not exceed the life of the federal grant that funds the position.
An employee appointed to an FFTL position is required to meet the minimum requirements for the classification.
Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee.
An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
By joining the Kentucky Division of Abandoned Mine Lands/Eastern Region Branch/East II Section as an Environmental Scientist I, FFTL in Floyd County, you will have the opportunity to, under direct supervision, provide assistance and technical oversight to citizens, state and federal agencies, local governments, and businesses in the development, interpretation and implementation of regulation and policies related to the activities of the Division of Abandoned Mine Lands.
You will conduct investigations of mining hazards, reported by citizens, utilizing a variety of technical tools to initiate the eligibility determinations; investigate sites, frequently walking in mountainous terrain and driving off road in rural areas, gathering photos, videos, water samples, and other data; preparing reports related to findings; interacting with citizens to gather information and discuss agency guidelines.
Additionally, you will provide inspection of ongoing construction projects, across a variety of programs, to ensure compliance with design plans, state regulations, and federal guidelines; Oversee ongoing construction work to assess for quality and implementation of best practices and technical details; prepare reports on materials and quantities for ongoing projects; coordinate and review change orders and invoices with contractors and divisional staff; ensure fiscal compliance within contracts and act as primary divisional contact at sites.
Holders of the Environmental Scientist I, FFTL position will complete tasks such as: Conduct investigations of mining hazards.
Conduct inspections of ongoing construction projects.
Maintain fiscal documentation on ongoing construction projects.
Conduct material testing and gather and tests water samples.
Review plans, technical details and specifications for technical accuracy.
Desired candidates possess the following requisite skills or experience applicable to the position: Oral and written communication skills Organizational and planning skills Attention to detail Technical writing skills Proficiency in the use of computers and Microsoft Office suite software Additional position information: Work is performed in an office environment, outdoors on mountainous terrain and on active construction sites.
Incumbents in this position may perform work in the field with frequent travel within the assigned region.
An incumbent to this position may be subject to adverse weather conditions, exposure to snake and insect bites, hazardous mining debris and heavy equipment activity.

Minimum Requirements EDUCATION: Graduate of a college or university with a bachelor's degree in a natural, biological or physical science OR Graduate of a college or university with a bachelor's degree including or supplemented by 20 semester hours in a natural, biological or physical science.
EXPERIENCE, TRAINING, OR SKILLS: NONE Substitute EDUCATION for EXPERIENCE: NONE Substitute EXPERIENCE for EDUCATION: Experience in natural resources, environmental control, engineering or a related area will substitute for the required education on a year-for-year basis.

Incumbents in this class may perform work in the field with frequent travel on a statewide basis.
An incumbent in this position may be subject to adverse weather conditions, exposure to snakes and insects, water-borne pathogens, broken glass, rusty metal in streams, and hazards common to operation of electro-fishing equipment, which require the following of safety procedures.
